The difference in one paragraph
ATEX is European Union law (the ATEX directives) that must be met to place Ex equipment on the EU market and to operate ATEX workplaces. IECEx is a voluntary international certification scheme run under the IEC. Both rest on the same technical standards — the IEC 60079 series — so the engineering is largely common; the difference is legal status and geographic reach.

Common technical ground

Is IECEx accepted in the EU?
IECEx is a certification route, but EU sites and market access still need to satisfy ATEX. Equipment is often certified to both to cover EU and international use.
Does the inspection differ between them?
The inspection follows the IEC 60079 series in both cases, so the technical work is essentially the same.
What about DSEAR?
DSEAR is the UK regulation implementing the ATEX workplace requirements; the underlying engineering standards are the same IEC 60079 series.
